The county seat is San Luis, the oldest continuously occupied town in Colorado, officially established by Hispanic settlers from Taos on April 9, 1851.

Costilla County made up the major part of the Sangre de Cristo Land Grant awarded to the Carlos Beaubien family in 1843, and it was one of the original 17 counties created by the Territory of Colorado in 1861. It was named for Costilla Creek.

The county ranges from about 7,500 to over 14,000 feet in elevation, with Blanca Peak, one of Colorado's famous 14ers, towering over the valley. The Great Sand Dunes National Park, the Rio Grande and miles of public land are all within an easy drive.
